Job Description

Within the Enterprise Business Services Technology (EBST) group in PVSI & Community Bank Technology (CBT), there is an exciting opportunity for an application development manager who will be managing a team of technologists/developers including FTEs and contractor resources (SOW vendor/MRS resources) supporting mission critical Enterprise Microservices. This position will lead and manage the day to day operations and be responsible for the application development deliverables using Agile practices for the Build Squads in the team. There is a high demand and increased visibility for Microservices projects that require strong leadership within the development organization to lead, guide and manage the technical design, development and implementation activities. In addition, this position will work with other EBST leader(s) to promote the Enterprise Microservices best Practices to other teams within the organization. Also, this position will lead all the activities (pertaining to the EBST applications) from Enterprise Technology Prioritization (ETP) program for Safety & Soundness, IT Simplification, Innovation, and Risk & Regulatory activities. Some of the activities include Java/Middleware patching and vulnerability remediation, and migration to private cloud (PCF).

This position is responsible for overseeing all application design and development activities (application framework and business services), including but not limited to:

  • Work with the management team and support EBST vision and shared goals through effective implementation of MBOs
  • Work with the application lead and ensure that the developers follow the best practices and standards while designing and implementing business services, keeping availability as the number one priority
  • Work with the application lead and assign resources for projects and manage the deliverables
  • Lead projects and participate in forecasting and allocating resources
  • Provide guidance and mentoring for junior/contractor developers
  • Work with framework and infrastructure architects within the group to ensure common direction and compliance where applicable
  • Ensuring that all development tasks are assigned and completed in accordance with project schedules and plans and making sure that the team follows the SDLC/processes consistently.
  • Act as a primary point of escalation for any task or technical issues encountered by the application development/technical analysis/QA/support teams

Required Qualifications

  • 10+ years of technology experience
  • 3+ years of leadership or management experience, in an IT environment
  • 5+ years of supervisory or management experience
  • 10+ years of leadership experience in a production environment
  • 5+ years of Java experience
  • 3+ years of Agile experience

Desired Qualifications

  • Excellent verbal, written, and interpersonal communication skills
  • Ability to interact with all levels of an organization
  • 5+ years of J2EE experience
  • 5+ years of Oracle experience
  • 8+ years of RESTful or SOAP web services
  • 3+ years of 3rd party vendor application development experience
  • Experience supporting or directing offshore teams
  • Experience with one or more Agile tools used for tracking user stories or backlogs, such as VersionOne and Team Foundation Server (TFS)
  • Virtual leadership experience with ability to effectively drive results, provide feedback/direction, and manage and build relationships with leaders and team members in a geographically dispersed team environment
  • Ability to drive and lead organizational change in a dynamic environment
  • Middleware development experience
  • Ability to identify and manage complex issues and negotiate solutions within a geographically dispersed organization

Other Desired Qualifications
  • Experience with working on Pivotal Cloud Foundry (PCF).
  • Ability to influence and build relationships with peers, QA, production support, clients, and business partners.
  • Experience working with building Microservices is highly desired.

Job Expectations

  • Flexibility to frequently be on call beyond normal working hours
  • Flexibility to work in a 24/7 environment, including weekends and holidays
  • Ability to travel up to 10% of the time
