Responsibilities

Responsible for translating the clients business requirements into specific systems, applications or process designs for very large complex IT solutions and integrating architecture. Acts as an advocate for the client as the ultimate authority on the architecture designed to address client business problems. Plans, implements, tests, documents, and maintains enterprise-wide solutions to total system or subsystems using internally created and/or off the shelf products. Analyzes and identifies all or part of a company's existing or new peripheral, network, and telecommunications systems requirements, taking into consideration the special technology needs. Establishes functional and technical specifications and standards, solves hardware/software interface problems, defines input/output parameters, and ensures integration of the entire system or subsystem. Provides direction for design activities. Often project-based, sometimes working at customer sites.

Customer seeks an experienced and motivated individual to perform Front Office-level systems integration role, withemphasis on Plans and Budget. Responsibilities include:

  • Provide strategic and programmatic plans and budget support to the Groups responsible for a high-visibility Special Access Program
  • Support the Groups in formulating, justifying and defending the budget build
  • Develop and maintain spend plans
  • Reconcile spend plans with actual and planned expenditures; recommend options to address potential over- or under-utilization of resources
  • Stay current with all Customer and Resource Management guidance andassist in creating/maintaining baseline practices and procedures that align with guidance
  • Assist staff in researching and resolving resource and budget issues and questions wherever possible
  • Prepare supporting documentation for budget exercises, over-guidance, unfunded calls, and re-programming
  • Assist with writing Congressional language for submission into program build
  • Perform short- and long-term financial trend analyses
  • Prepare briefings on budget, spend plans, etc; support programmatic activities
  • Coordinate and respond to budget requirements and budget-related taskings
  • Collaborate with Resource Management as required; attend/support resource meetings
  • Continually interface with executive-level management requiring the planning,presentation and briefing of information
  • Provide executive-level, administrative support to a small Program Office; includes meeting/calendar management, security/access controls, assist with action item management, etc.

Qualifications

Requires 10 to 12 years with BS/BA or 8 to 10 years with MS/MA or 5 to 7 years with PhD.

Required Skills:

  • Demonstrated professional competence as Plans/Budget Officer
  • Exhibit full awareness of financial resource requirements both for the execution year and out-years
  • Ability to analyze and evaluate financial data to identify and resolve inconsistencies, identify key issues, and propose via solutions/alternatives
  • Ability to develop and implement long-range plans to accomplish office goals; experience participating in strategic planning for future years
  • Ability to prepare budget exercise submissions, assimilate information about program goals, requirements, costs, and schedules; ensure submissions are rational, defensible, and executable
  • Ability to ensure program execution is proceeding within available resource constraints and remains consistent with goals; propose and implement resource realignment (including from multiple sources) as required or in response to unplanned circumstances
  • Exhibit broad comprehension of relevant statutes, regulations, and policies in resource utilization an din the budget development and execution processes
  • Demonstrated ability to construct and maintain background documentation on programmatic and resource analyses, discussions, thinking, and decisions to aid resource management continuity
  • Strong organizational and time management skills
  • Excellent writing skills--includingability to craft clear, concise requests for funding and responses to taskings/actions
  • Excellent oral communication skills--to include briefing various levels of management on resource issues
  • Ability to interact with customers, senior leadership, program managers, teammates and associate contractors in a highly matrixed environment
  • Ability to work both independently and as part of a team
