Analyzes, designs and prepares application/system specifications for information systems solutions which address business needs and methods for testing and installing them. Formulates and defines system scope and objectives based on user defined needs. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results. Prepares detailed specifications from which programs will be written. Analyzes and revises existing system logic difficulties and documentation as necessary. May work with client management to identify and specify the complex business requirements and processes, and in the application design, testing and implementation process (e.g., diverse development platforms, software, hardware, technologies and tools, etc.). Coordinates the activities with other IT sections (e.g., data base, telecommunications, operations, technical support, etc.). Acts as expert technical resource to development staff in all phases of the development and implementation process. Responsible for quality assurance review.


The project is building out an operations support system to eventually replace the existing data warehouse.

This role will be measured by how well the organization understands and adopts the changes being rolled out in the project.

The role requires senior-level knowledge of systems analysis, and a successful candidate will consider the implications of the application of technology to the current and future business environment.

Sample activities that constitute the day to day of this role:

1) Collects, analyzes and documents business processes.

2) Initiates, develops and recommends business practices and procedures that focus on increased productivity and reduced cost.

3) Determines how new information technology tools and concepts can support reengineering business processes.

4) Blends business process knowledge with technical knowledge to measure impact of new or updated system functionality on business productivity and cost.

5) Researches best business practices within and outside the organization to establish benchmark data for hours and cost for existing business processes using existing reports or data sources.

6) Develops content for user training and adoption based on current state, new system functionality, and business process knowledge and

7) Maintains system processes and websites for making user training and adoption content readily available.

A successful candidate is a self-starter that is an excellent communicator across business user communities and is practiced in quantifying acceptance related to the changes rolled out by the role.


Bachelor degree in Computer Science or a related discipline with an advanced degree preferred and at least five, typically seven years of solid, diverse work experience in IT, or an equivalent combination of education and work experience.
