Responsibilities

  • Performs a wide range of complex analytical tasks for offensive and defensive IO including, but not limited to, identifying and analyzing targets and conduits; developing measures of performance, measures of effectiveness, and identifying evidence of effectiveness; and developing strategies to improve IO effectiveness
  • Analyzes and evaluates capabilities, force sufficiency and proficiency requirements, changes to policy, concepts, strategy, policy, and doctrine
  • Plans and integrates program-level IRC into cyberspace operations in coordination with the Office of the Secretary of Defense (OSD), the Joint Staff, the Services, CCMDs, and capability program management offices
  • Coordinates, deconflicts, and facilitates communications with applicable staff elements, components, CCMDs, and agencies with cyberspace- and IO-related missions
  • Reviews and evaluates cyberspace policies, directives, issue papers, and operations and provides IO-informed recommendations
  • Leads and directs military decision making processes as designated or when necessary (i.e., JOPP, MDMP)
  • Requires thorough understanding of cyberspace operations
  • Initiates action for providing expert support, analysis, and research into exceptionally complex problems and processes relating to the subject matter
  • Applies advanced technical principles, theories, and concepts on unusually complex technical problems and provides innovative and ingenious solutions
  • Works under consultative direction toward predetermined long-range goals and objectives; assignments are often self-initiated
  • Initiates action, determines and pursues COAs necessary to obtain desired results
  • Contributes to the development of new principles and concepts
  • Develops advanced technological ideas and guides their development into a final product
  • Work primarily at Fort Meade, MD, with the ability to travel

Qualifications

  • Minimum 20 years of experience in IO planning to include:
    • Minimum 10 years of experience in a wide range of information and cyberspace operations
    • Minimum 5 years of experience in conducting MILDEC at tactical, operational, or strategic levels
    • Minimum of 10 years of experience within DoD and/or the Intelligence Community (IC)
    • Minimum 5 years of experience liaising or interfacing across DoD and interagency
  • Minimum of bachelors degree in a technical or business discipline in the area of expertise from an accredited college or university
  • Preferred graduate of the Joint IO Planners Course, Joint MILDEC Training Course, or equivalent
  • Preferred graduate of Senior Service College (JPME II) or advanced joint or service planning school (e.g., SAMS, JAWS, SASS, SAW)
  • Strong attention to detail and organizational skills
  • Excellent communications skills
  • Strong analytical and problem solving skills
  • TS/SCI w/Polygraph required
