Responsibilities

  • Performs a wide range of complex analytical tasks for trans-regional MISO programs including but not limited to the identification of target audience trends, analyzing target audience(s), developing measures of performance, measures of effectiveness and evidence of effectiveness; analyzing strategies to improve MISO effectiveness
  • Synchronizes MISO themes and objectives drawn from Theater Security Cooperation Plans (TSCP), Theater CampaignPlans (TCPs), and CCMD Functional Campaign Plans (FCPs)
  • Designs and distributes printed and digital MISO content
  • Schedules MISO production
  • Synchronizes MISO themes and objectives
  • Defines, refines, and revises MISO plans and performance metrics and programmatic documents
  • Leads and directs military decision making processes as designated or when necessary (i.e., JOPP, MDMP)
  • Assists in preparation of tactical and operational MISO concepts, plans, policies, activities, and investments
  • Requires understanding of cyberspace operations, policy and doctrine
  • Guides the completion of specific programs and projects relating to the subject matter
  • With no direction, provides expert support, analysis, and research into exceptionally complex problems and processes relating to the subject matter
  • Serves as a technical expert on executive-level project teams providing technical direction, interpretation, and alternatives
  • Thinks independently and demonstrates exceptional written and oral communication skills
  • Exercises considerable latitude in determining technical objectives of assignment
  • Independently develops technical solutions to complex problems that require the regular use of ingenuity and creativity
  • Guides the successful completion of major programs and may function in a project leadership role
  • Work primarily at Fort Meade, MD, with the ability to travel

Qualifications

  • Minimum 15 years of experience in MISO, PSYOPS, and cyberspace operations planning to include:
    • Minimum 10 years of experience in MISO or PSYOPS operations (civilian equivalent experience considered)
    • Minimum 5 years of experience in MISO/PSYOPS series and product development as well as oversight and implementation of multi-faceted processes (civilian equivalent experience considered)
    • Minimum 5 years of experience integrating and synchronizing MISO or PSYOPS at tactical, operational, and strategic levels (civilian equivalent experience considered)
  • Minimum of bachelors degree in a technical or business discipline in the area of expertise from an accredited college or university
  • Preferred graduate of the Joint IO Planners Course, Joint MILDEC Training Course, or equivalent
  • Preferred JMPE I graduate
  • Strong attention to detail and organizational skills
  • Excellent communications skills
  • Strong analytical and problem solving skills
  • TS/SCI w/Polygraph
