STRATEGIC WORKFORCE EQUITY COORDINATOR

ANNUAL SALARY RANGE: $55,660 to $72,779 

GENERAL STATEMENT OF DUTIES: Uses an intercultural approach to perform responsible administrative work in assessing, developing, implementing and/or coordinating inclusive and equitable employee recruitment, development, and retention programs and activities in collaboration with the City’s Recruitment and Retention Equity Team and the Personnel Manager. The person in this position is an important team member supporting the efforts to become a high-performance organization that is data driven and outcome focused with the ultimate goal of creating an equitable community of choice, through planning, partnerships and people; performs related work as required. 

DISTINGUISHING FEATURES OF THE CLASS: The employee in this class will be responsible for developing, implementing and/or coordinating recruitment, employee development, retention programs and activities and training activities to achieve the objectives of the City’s recruitment and retention plan. The work in this class requires the exercise of independent judgment and is performed with considerable independence. The employee in this position reports to the Human Rights Director and work is performed under general supervision. Work is reviewed by the Human Rights Director through reports, conferences and results achieved. 

EXAMPLES OF WORK (ILLUSTRATIVE ONLY): 

ESSENTIAL:

  • Develops and designs a segment for the City’s annual equity report on the status and trends in workforce equity and inclusion across the organization, including measures of accountability for work plans and results.
  • Fully utilizes available technology, including but not limited to Neogov, Socrata and Cognos to meet the data analysis and planning needs related to workforce recruitment and retention.
  • Develops and supports the use of analytical tools to identify and review equity impacts of workforce policies, procedures and practices for the purpose of amplifying positive impacts and mitigating negative impacts.
  • Uses quantitative and qualitative data to help identify and support mechanisms to remove barriers and improve equity and inclusion within departments and across the organization.
  • Collaborates with the Equity Outreach Coordinator and the Community Engagement Coordinator on community relations with underrepresented groups and develops strategies to increase community access to information and opportunities related to City employment.
  • Identifies, shares, and adapts for application best practices and benchmarks in workforce diversity, equity, and inclusion.
  • Works with departments and community partners to anticipate future vacancies and develop and implement recruitment pipeline strategies, including internships, apprenticeships, and other “grow our own” programs.
  • Acts as a resource and assists individual departments in developing and implementing workforce equity and inclusion plans and retention strategies within their departments.
  • In collaboration with departments, conducts exit interviews, analyzes responses, and makes recommendations to advance equity and inclusion.
  • Works with the broader community on workforce recruitment and retention planning.
  • Assists in reviewing the City’s application, recruitment, selection and promotion processes and procedures in order to identify and remove possible barriers to employment and creates strategies to advance equitable and inclusive recruitment.
  • Serves as an in-house consultant to hiring managers and facilitates the Recruitment and Retention Equity Team in identifying areas of process improvement, strategic planning, work plan development, and system design related to workforce equity and inclusion.
  • Works with the Equity Recruitment and Retention team and with departments to identify and implement organizational development and training related to advancing equity and inclusion in the workplace, including but not limited to training on the use of quantitative and qualitative data.
  • Conducts workshops and trainings on creating an equitable and inclusive workplace culture using an intercultural approach, encouraging employee generated ideas and actions.
  • Provides a forum for the exchange of ideas, information and collaborative efforts across departments.
  • Oversees the creation of employee development and retention programs, which may include establishing Employee Resource Groups and mentoring or sponsorship programs.
  • Attends meetings, conferences, workshops and training sessions and reviews publications and professional literature to remain current on the principles, practices and developments in the assigned work area.
  • Responds to citizen questions and comments in a courteous, timely and equitable manner.
  • Responds to requests for information from employees and the public.
  • Conducts independent studies and makes recommendations on complex issues and projects.
  • Participates in the City’s Intercultural Competency Training and Program.

  • Knowledge of automated systems as they apply to managing recruitment.
  • Ability to collect, analyze and synthesize qualitative and quantitative data.
  • Knowledge of references and resources available in the fields of organizational development and intercultural competence.
  • An understanding of impediments to change and the ability to work collectively to address and remove barriers to improvement.
  • Knowledge of social identity development and other theories on individual and organizational change as it relates to intercultural competency and creating an inclusive and equitable work environment.
  • Ability to plan, coordinate and carry out training and various work force recruitment and retention activities in inclusive and equitable ways.
  • Skill in being a persistent, vocal and effective champion and advocate for equity and inclusion at all levels of the organization.
  • Skill in building a sense of empowerment and shared responsibility for advancing workforce equity and inclusion across the organization.
  • Ability to make public presentations.
  • Ability to provide consultation assistance to managers and supervisors in developing recruitment and retention strategies.
  • Ability to communicate effectively, both orally and in writing.

  • Ability to keep accurate and confidential records.
  • Ability to establish and maintain effective working relationships with employees, City, State and Federal officials, representatives of other agencies and the general public.

ACCEPTABLE EXPERIENCE AND TRAINING: Some experience applying an intercultural approach to equitable and inclusive organizational practices, policies and strategies in collaboration with others in a diverse working environment; experience working with a diverse workforce; a Bachelor’s degree in Organizational Development, Human Resources, Public Administration, Communications or related field; or any equivalent combination of experience and training which provides the essential knowledge, skills and abilities. Bilingual English/Spanish or English/Marshallese speaking and writing skills a plus. 

SPECIAL REQUIREMENTS: Possession of or ability to obtain and maintain a valid Iowa Driver’s License or, alternatively, the ability to travel independently throughout the community and automobile insurance coverage consistent with City requirements.
