PROJECT SUMMARY:


The Health Insurance Exchange and Integrated Eligibility System (HIX/IES) is the health insurance marketplace for Massachusetts. The system went live on November 15, 2014 after a rapid 6-month implementation effort. While the system is performing extremely well in production, tight business deadlines prescribed by the Affordable Care Act (ACA) has resulted in a demand for many new features and functions to be implemented in 2018.


POSITION SUMMARY:


The Special Projects Manager (SPM) provides high-level project and administration support to the HIX Program Director. The SPM longer-term projects will evolve over time to best support the Directors strategic priorities. Example would be in supporting the development of project and team charters, communication initiatives, and assisting in standardizing process across the project.


Responsibilities include but are not limited to the following:



  • Keep track of project schedules and goals, determining priorities based on project schedules.
  • Review documents and reports, including data analysis and reporting.
  • Tracks and completes project tasks, follows up on open items, and tracks issues.
  • Complex calendar management, WebEx sessions, etc.
  • Create, manage, and distribute annual calendar of project activities.
  • Develops and maintains effective relationships with project team members, senior leadership, and stakeholders.
  • Ensures that tasks and outputs are timely, of the highest quality, and are tailored to the unique needs of the project's stakeholders.
  • Assist in developing a multi-tiered communication strategy to build support, strengthen alliances supporting an external environment favorable to the project.
  • Ability to design presentations at high-levels, incorporate advanced features of PowerPoint, Excel, etc.
  • Ability to use presentation tools to develop engaging communications
  • Develop executive reporting strategy, deliverables design and production of deliverables
  • Assist in the process of onboarding/offboarding, facilities management, office operations
  • Responds proactively to requests for information.
  • Other responsibilities / tasks as assigned.


The competencies critical to this position include flexibility, superb organizational skills, keen attention to detail, strong writing skills, and the ability to identify inefficiencies and recommend solutions.


QUALIFICATIONS:


People who will be successful in this position are those who possess:



  1. Bachelor's degree with 5 - 10 years of project/administration experience.
  2. Experience working on complex projects, preferably IT and/or healthcare, public sector, or any highly matrixed environment.
  3. Excellent time management skills, ability to multi-task with strong analytical skills.
  4. Flexibility, good judgment, initiative and ability to work independently.
  5. Team player and demonstrated collaborative approach.
  6. Excellent communication both written and verbal.
  7. Strong organizational skills
  8. Advanced experience Microsoft Office products: Word, Excel, PowerPoint, SharePoint and Outlook; working knowledge of MS Project and Visio a plus.
  9. Project Management certification a plus.
