Job Requirements for the Sr. Manager/HHSS GRP Division Sr. Mgmt. Position:


The primary role of this position is to serve as the lead manager for the software engineering staff within the IT Applications organization. This position serves as the practice leader for software engineers performing application design and software development related duties. The successful candidate serves as the resource manager to all software application engineers to maximize staff utilization and cross educate staff across projects to encourage employee growth and reduce delivery risk. S/he interacts with the delivery managers and other shared services managers to support delivery of quality of services to the business (Customer) and IT.


Duties / Responsibilities:



  • Provide strategic direction and guidance to the software engineers within the IT Applications development team in support of application design, software development and software integration. Primary Functions: (1) Defines the software engineering strategy and supporting goals for the software engineering practice (2) Defines the key priorities in pursuit of the vision and goals associated with the software engineering practice.


Secondary Functions: (1) Communicates strategic direction for the software engineering practice to IT and Business Operations.



  • Ensure software engineering staff are following best practices around application design, software development and software integration throughout the system development lifecycle. Primary Functions: (1) Incorporate standard practices and actively participate in process improvement activities across the enterprise (2) Provide leadership and direction to staff for completeness of application design, software engineering and software integration (3) Work toward the improvement of the software life cycle time by increasing the quality of requirements and reducing the amount of time spent in the application design, development and integration phases. Secondary Functions: (1) Work with other IT Application leaders to coordinate and improve SDLC standard practices
  • Manage the software engineering staff as a shared service to support multiple projects. Ensure that the software engineers have the appropriate tools, skills and training to support the project needs. Primary Functions: (1) Manage geographically distributed staff to maximize staff utilization (2) Manage staff development to maximize benefits to employees.(3) Work closely with Delivery Managers and Product Managers to support product delivery, enhancements and support.(4) Drive all aspects of engineering recruiting including, but not limited to, attracting great talent and retaining a highly skilled, proficient engineering team. Secondary Functions: (1) Increase the use of cross geographic teams to increase knowledge transfer and reduce risks.


Education/Certification Requirements:



  • Bachelor's degree from an accredited college or university; MS, MBA or other advanced degree preferred.


Background & Experience Required:



  • At least 8 years of experience in the field of software engineering.
  • At least 5 years of experience utilizing SDLC tools to include requirements development and management.
  • Project management skills and experience with staff resource management.
  • Software design and development skills using JAVA and .NET technologies.
  • Software integration skills for integrating custom, COTS and cloud applications into a complete technology solution.
  • Analytical skills, to critically evaluate the information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a more general understanding.
  • Facilitation skills, to lead requirements elicitation workshops.
  • Writing skills, to communicate information effectively to both business and technical staff.
  • Interpersonal skills, to help negotiate priorities and to resolve conflicts among project stakeholders.
  • High degree of confidence and ability to influence others through strong communication skills.
  • Solid understanding of health systems preferred.
  • Strong financial acumen and understanding of labor cost management preferred.
