The Office of Management and Budget (OMB) is currently seeking qualified applicants to fill a Programmer/Systems Analyst IV (SAP Budget Systems Administrator) position, grade G27.

About the Position:

The Programmer/Systems Analyst IV (SAP Budget Systems Administrator) is a supervisory, administrative and technical role that is responsible for configuring, designing, managing and developing multiple information technology (IT) budgetary systems to improve the flow of core business operations. The incumbent manages the System Application and Products (SAP) accounting and budgeting based systems, under the direct supervision from the Director and Deputy Director. The incumbent should have strong analytical, technical and customer service skills and the ability to work in a fast- paced environment.

The incumbent in this position is considered an "Essential" employee and may be required to report for work during natural/manmade disasters, and during special operations as assigned. "Essential" employees are expected to report or remain at work when other County employees are granted Administrative Leave.

EXAMPLES OF WORK

What You'll Do:

  • Manage and provide front-line support for the Department's SAP Budget System  (SBP) module;
  • Manage all on-going IT requests and provide technical system maintenance (i.e., configuration, validation checks, etc.) with required documentation;
  • Provide SAP ERP technical support;
  • Respond to ad-hoc requests for reports and queries;
  • Deliver standard management reports across all books of business;
  • Ensure full integration and validation of budgetary and performance related data from various sources including stand-alone databases and the legacy systems;
  • Design and manage all aspects of user training;
  • Ensure OMB staff, agency fiscal managers and other relevant stakeholders can conduct day-to-day budget formulation and execution activities;
  • Serve as the OMB's technical liaison with the Office of Information Technology;
  • Provide SAP SBP technical support ,which includes:
    • Providing coordinating and technical support in the preparation and presentation of the County's annual proposed and adopted budgets;
    • Creating and maintaining master data, data table and extractions from enterprise systems;
    • Troubleshooting technical and functional system issues, to include Business Intelligence Reporting;
    • Informing management on application-related issues, questions and potential changes/challenges;
    • Managing and executing routine application maintenance activities;
    • Managing and resolving reported application issues;
    • Managing the coordination with related application systems, such as the accounting and human resources systems;
    • Providing training assistance; and
    • Overseeing related IT enhancements
  • Provide technical and professional guidance on questions relative to programmer/systems analyst staff and other personnel using the system; and
  • Willingly performs other tasks and duties assigned, which may not be specifically listed in the position description; however, are within the general occupational category and responsibility level typically associated with the employee's class of work.

MINIMUM QUALIFICATIONS

What You'll Need:
 

  • Bachelor's Degree in Computer Science, Information Technology, Business Administration or closely related field;
  • Three (3) years of professional level administrative, technical, and analytical experience in the following environments: Business Warehouse, Enterprise Portal Content Administration and Business Objects Report Design and Development; and
  • At least one (1) year of lead/supervisory experience.

 

An equivalent combination of education and experience will be considered.  EACH APPLICANT MUST SUBMIT INFORMATION THAT CLEARLY DEMONSTRATES THE ABOVE QUALIFICATIONS FOR THIS POSITION.

PREFERRED QUALIFICATIONS:

  • Master's Degree in Computer Science, Information Technology, Business Administration or closely related field is preferred
  • Four (4) years of professional level administrative, technical, and analytical experience in the following environments: Business Warehouse, Enterprise Portal Content Administration and Business Objects Report Design and Development.
  • Knowledge of the application system development life cycle, including the principles of functional design, system development, production support, documentation and training.
  • 1-2 years of experience with production support ticket maintenance systems.
  • 1-2 years of experience in application development and maintenance.

 

DURATION OF ELIGIBILITY: Candidates will be selected from a temporary register of eligibles, which will become effective approximately four (4) weeks after the closing date. Once a selection has been made, the registration will expire.
