Responsibilities

This is a Perspecta position on the Colossus contract supporting a large COMM government organization providing strategic policy support. This position is a critical role providing Corporate Support (General SETA functions) and Enterprise Planning (strategy, architecture, investment). The objective is to provide task support across the programs enterprise planning and management scope for specific customer organizations.

As a member of the Policy Development and Coordination team,this is a critical role supporting activities including conceptualizing, developing, facilitating, and promulgating customer-wide Information Technology, Information Assurance, and Information Management policies applicable to staff and industry partners. The team is regularly called upon to provide advice and guidance on policy issues to senior-level management, and are expected to validate the alignment of draft policies with IC, and DoD interests.

Performs research of complex public policy issues ranging from energy and health care to national defense and homeland security. Conducts research using both qualitative methods and quantitative methods, such as case studies, survey research, statistical analysis, and model building. Collaborates with technical staff to develop data warehouse. Uses spreadsheets and statistical database programs, such as SAS. Prepares policy reports and briefs of research and presents findings. Analyzes legislative proposals. Evaluates the effectiveness of existing government policies and programs and formulates recommendations regarding strategies to achieve identified mission.

Specific responsibilities include:

  • Support the drafting of policy, related initiatives, plans, strategies, and programs in accordance with NRO standards
  • Collaborate with stakeholders in an effort to establish direction and the crafting of associated policy documentation
  • Support review and approval coordination of draft policies leveraging NRO protocols that include formal dissemination and when required the orchestration of the NRO Decision Framework process
  • Support policy forums, boards, and working groups as required
  • Coordinate with stakeholders to develop or assist in creation of new IC ITE policies and instructions as required by the Government

Qualifications

Requires 5 to 8 years with BS/BA or 3 to 5 years with MS/MA or 0 to 2 years with PhD andof demonstrated performance related to the responsibilities outlined above

Active TS/SCI clearance, with CI Poly or willing to take a CI Poly
Customer or IC experience
Ability to excel as a member of a collaborative team through open communication, transparency, and flexibility
Ability to relate professionally with senior Government customers and colleagues
Strong written and verbal communication skills
