Northrop Grumman Mission Systems is seeking a senior-level Manager of Programs 3 to join our leadership team, based in either Woodland Hills, CA or Salt Lake City, UT, to drive the execution of challenging high-visibility / high-pressure DoD (Department of Defense) specialty programs, critical to national security. This position will require the managed coordination of several direct reporting program managers to ensure program execution, reporting and successful customer interactions. The ability to travel (~ 25%) to supplier locations and customer meetings will also be required.

**Job Duties:**
o Execute programs successfully by managing safety, quality, schedule, technology and cost (P&L responsibility)
o Continuously drive for results and challenge the status quo

**Company-Customer Interface**
o Represent NGMS as a company (bringing the NGMS message to the customer; and integrating knowledge of the spectrum of NGMS capabilities with understanding of customer needs to promote NGMS
o Service the customer (executing the program and resolving issues in accordance with business objectives, strategy, legal requirements, regulations, contract terms, and company policies)
o Balance the interests of the customer, NGMS, and employee Program Team Management
Direct the performance of program managers and supporting functions (such as contracts and finance)
Possess the proven ability to provide verbal and written information clearly, succinctly, and persuasively
Establish role and performance expectations, and provide ongoing feedback and performance appraisals
Support the establishement and execution of master program plans and schedules (identifying and assessing risks, and initiating necessary corrective action)

**Schedule Management**
Ensure that the programs/projects are on schedule to the program milestones. Financial Performance
Manage Budgets and update monthly performance review for NG management and the customer
Support IPRS review and submittals as the program review authority (PRA)
Present monthly performance to management and customers
Forecast financial performance Contract Structure, Pricing and Change
Manage contract negotiations, endorse final price and contract terms and resolve contract issues
Manage support of contract changes and negotiations

**Technical Performance**
Drive technical excellence (by setting program standards, working closely with technical team, balancing risk, and delivering performance)

**Business Development**
Leverage existing programs to win new business

Direct proposal preparation (to ensure it meets NGMS business strategy, is compliant, responds to customer needs, and provides a proper base for successful negotiations and program performance) and manage the preparation of program-related meetings, proposals, business plans, proposal work statements as required

The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a cross-functional organization aligned to common program performance goals.

Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:

+ Cultivating customer relationships and intimacy to develop further opportunities within the customer community
+ Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans
+ Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations
+ Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives
+ Measuring and reporting program performance
+ Delivering presentations to customers, executive management and other program stakeholders
+ Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
+ Establishing design concepts, criteria, and engineering efforts for product research, development, integration and test
+ Creation, review and finalization of the program Statement of Work
+ Identification, distribution, tracking, and completion of program requirements
+ Establishment and management of the program and subordinate baselines
+ Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
+ Identifying, allocating and managing program resources, including workforce planning
+ Managing Government/customer supplied property or information (GFE, CFE, etc.)
+ Managing suppliers to meet program objectives
+ Adherence to all internal processes, policies, and applicable industry standards
+ Ensuring program team understands and adheres to contract scope, and manages change through control board activities
+ Development and adherence to master plans and schedules
+ Conducting thorough risk & opportunity management practices including identification, mitigation and realization


**Basic Qualifications:**

+ Bachelor's degree and 10 years or Master's and 8 years experience supporting U.S. Government contracts and customer and / or project management in other industries
+ Demonstrated success in leading cross functional teams in a high-paced, stressful environment.
+ Demonstrated P/L success and program execution utilizing Earned Value Management System (EVMS) and management of Cost Accouunt Managers (CAMs)
+ Strong organizational and interpersonal skills to communicate effectively with all levels of management and individual contributors
+ Strong communicator, both oral and written, who can interface with challenging external customers (including USG) as well as NG leadership
+ Ability to make decisions that impact the organization's credibility, operations and services.
+ Ability to comprehend and analyze complex problems and develop solutions.
+ U.S. citizenship with the ability to obtain and maintain a U.S. Government DoD Secret clearance.

**Preferred Qualifications:**

+ Master's Degree in Business Administration and/or STEM
+ Missile Defense Agency program experience
+ Managerial experience with direct reports
+ Manufacturing experience that can credibly challenge the team to ensure maximum efficiency and drive performance
+ Proven leader with strong track record of driving development and production program execution under challenging conditions
+ DoD Secret Clearance
