Position Summary:


The Massachusetts Executive Office of Technology Services and Security (EOTSS) is seeking to hire an IT Transformation Engagement Manager to become a member of our Secretariat Engagement team. The IT Transformation Engagement Manager will coordinate and manage Secretariat engagements across multiple IT transformation work streams. The candidate should possess strong written and communication skills, be a team-player and be comfortable with working closely with different business groups and individuals. They must be analytical, have good persuasion and facilitation skills and be effective at time & task management. Experience with project/Program management is beneficial for the role. The successful candidate will collaborate closely with agencies and IT teams within the secretariat to devise an effective strategy for executing and delivering on Business initiatives.


Responsibilities:



  • Assigned to one or more Secretariats to liaise with SCIOs and technical teams.
  • Coordinates with EOTSS & Secretariat teams and works with other leads
  • Monitors and summarizes progress. Helps overcome impasse by identifying risks and roadblocks and escalating issues to EOTSS senior leadership.
  • Builds and maintains working relationship with Agencies and IT teams within the Secretariats
  • Works closely with Transformation PMO regarding status of projects
  • Relies on extensive experience and judgement to plan and accomplish goals.
  • May lead and direct the work of others
  • Reports to Deputy CIO, Secretariat Engagement.


Preferred Qualifications:



  • B.S. in Computer Science, Business Administration, Finance and Accounting, Government or equivalent degree/experience.
  • Minimum of five years of program/project management experience.
  • History of developing efficient and effective solutions to diverse and complex business problems.
  • Must have excellent human relations, communications and analysis skills, planning and organizational proficiency and good business judgment.
  • Experience coordinating and supporting IT business processes, planning, scheduling, and managing budgets
  • Ability to communicate effectively with management, technical, and non-technical staff
  • Proficiency in all Microsoft Office applications (Excel, Word, PowerPoint, MS Project)
  • PMI Certification (PMP or CAPM) preferred.


Top Technical Requirements:



  • Project management certification preferred (PMP) or extensive experience in Agile methodology experience.
  • Minimum of 3 years of experience with Enterprise transformation spanning at least 3 or 4 major initiatives such as O365, Cloud migration, Data Center closures
  • A mixed of technical background including Security Compliance, Infrastructure projects
  • Excellent written and oral skills and previous experience interfacing and reporting to C-levels.
