The Financial Information Services Agency and the Office of Payroll Administration (FISA-OPA) has a vacancy for an FMS Principal Architect.

The FMS Principal Architect will report to the Asst. Exec Director (AED) of Financial Technical Systems and will be the hands-on Subject Matter Expert (SME) for all architectural and technical related matters for the Financial Management System (FMS), including FMS Application Framework, Standards and Security Services, FMS Interface and off line Processing Services, FMS Reporting and Business Intelligence Services and FMS Inventory and Integration Services.

Primary responsibilities are as follows:
• Act as a resource for other architects by providing advice, guidance as well as hands on assistance with both production and nonproduction issues and tasks.
• Overseeing and approve cross application architecture changes to assure there is continuity across the system and that no architectural conflicts occur.
• Collaborate with Technical Services (Infrastructure and Middleware) team on all software and hardware upgrades to assure impacts to the FMS systems are addressed and adequately tested.
• Work closely work with AED Financial Technical Systems on new Build preparation, analysis and testing to assure integration of vendor Builds and deliverables into FMS production systems are successful.
• Work with Performance Testing Manager (PTM) to assure ALL FMS applications are adequately tested. They will provide support to PTM in the areas of FMS application design and provide acceptable targets for successful performance testing. Architect will act as the liaison between Technical Services architects and PTM.
• Provide overall SME services to first line of support on-call architects for production issues and failures in real time (during occurrence) and in follow up remediation.

The candidate will be expected to have excellent written and verbal communications; effective interpersonal skills; formal presentation abilities; and will interact with executive level management. A very deep understanding of Java, Java EE, Messaging and Web based frameworks, as well as middleware, infrastructure and product stack components listed in this posting will be required. Candidate must be experienced in these technologies and be able to come up to speed quickly. This is a hands on position where the Architect must have very strong technical and coding skills in all related technologies.

More detailed responsibilities are as follows:
I) FMS Application Framework. Standards and Security Services Architect will provide technical and architectural support for:
• Maintenance, modifications or upgrades to the FMS Java EE framework. This may include design reviews and recommendations as well as coding and integrating solutions to address current system requirements for improvement or issues.
• Maintenance, modifications or upgrades to the Single Sign-On security framework. A good understanding of Authentication and Authorization Services and solutions is required. Familiarity with SSO or MFA products a plus.

2) FMS interface and Offline Processing Services
The FMS Interface and Offline Processing Services team supports and maintains all batch processing jobs and interfaced data. Architect will provide technical and architectural support for:
• Architectural oversight and direction in new interfaces and interface changes affecting the Interface Management Engine and processes.
• Assisting architects in design and development decisions for new Interface or Extract development.
• Hands-on assistance where necessary at the direction of the development manager to architects and other team members in the area of interface issues and new development.
• For the FMS batch cycle assure that proper job dependencies are in place.
• Post-Cycle meetings where issues have occurred and provide architectural assistance and guidance for architects responsible for follow-up and remediation of any cycle issues.
• Nightly batch cycle support SME.

3) FMS Reporting and Business Intelligence Services
The FMS Reporting and Business Intelligence Services team supports and maintains all business intelligence jobs and processes for ETL. Architect will provide technical and architectural support for:
• Reporting publication jobs running in batch cycle
• Devising SQL and access strategies for new reports.
• Input on strategy for managing and enhancing data warehouse tables
• Provide assistance and support for reporting issues and tasks.
• Recommend and help implement improvements in the publication or data warehouse (performance, operational etc.).

4) FMS Inventory and integration Services.
The FMS Inventory and Integration Services team supports and maintains integration services to external applications and agencies. Architect will provide technical and architectural support for:
• Integration transaction processing and failures
• Data Assurance report analysis
• MQ related issues
• Application related issues

Minimum Qual Requirements
1. A master's degree in computer science from an accredited college and three years of progressively more responsible, full-time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college and four years of experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and six years of experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State's department of education or recognized accrediting organization and must possess at least three years of experience as described in "1" above, including the 18 months of administrative, managerial, executive or supervisory experience as described in
"1" above.
Qualification Requirements (continued)
NOTE: The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of word processing packages; use of a hand held calculator; primarily the entering or updating of data in a system; the operation of data processing hardware or consoles.

• With Oracle as the primary DB. And involvement required a strong understanding of Oracle structures for processing and performance based applications
• At least (1) full life cycle project iteration working with a Financial ERP (CGJ/AMS Advantage is a +) either directly or indirectly
• Competent exposure to Data warehousing and BI systems using products like COGNOS, Informatica or Business Object (BO a plus) on at least (1) project Iteration.
• Deep understanding of advanced SQL programming and performance techniques.
• Any exposure to Mainframe (JCL, CICS, TSO, COBOL) is a plus.
• Strong analytical and problem solving skills.
