The Public Service Sector consulting practice is a trusted advisor to federal, state and local governments, partnering to meet challenges and responding quickly to citizen demands, business needs, new economic conditions, and changing legislative priorities and policies.

This Digital Strategy position coordinates, consolidates, develops, and maintains Strategy and Future Concepts governance and programming documents for our client (e.g. Instructions, policies, procedures, guidance documents, action plan recommendations; task and inquiry responses; and issue resolution action plans), incorporating IBMs Digital Business Strategy best practices. This position develops, maintains and executes strategic initiatives (e.g. Installations of the Future (IoTF) and Cost of Civil Engineering) and future concepts (e.g. Adaptive Basing, capabilities-based assessments and wireless power) plan(s). The position leads and facilitates Integrated Process Teams through training and group planning activities (e.g. IoTF Planning Workshops, General Officer Steering Groups, 3-Star IPT meetings, cost of CE collaboration meetings, Adaptive Basing teleconferences, etc.). The position engages, coordinates and collaborates with AFISMC, Agile Combat support community, AF/A4, SAF/IE, OSD, and other strategic partners ensuring continuity of efforts, operations and strategic plans and programs are current and align. This position is a client-facing role focusing on Resiliency Strategy, Data/Analytics Strategy, IT Strategy/Emerging Technology Innovation, and Digital Reinvention Strategy.

Required Professional and Technical Expertise
  • 10+ years of experience in developing client organizational strategies and implementing transformational initiatives focused on the DoD and the US Air Force.
  • 10+ years Air Force Civil Engineering experience.
  • 5+ years experience in leadership across complex internal/external engagements, including functional, international or cross-organizational teams.
  • Active DoD Secret Clearance.
  • Bachelors Degree in an Engineering Discipline.
  • Analytical, communication, problem solving, and time management skills.
  • Ability to build strong client relationships.

Preferred Professional and Technical Expertise
  • Strong aptitude to deconstruct, tackle, and communicate complex problems.
  • Able to self-teach new technical and non-technical concepts.
