job summary:

On a daily basis, the Data Management Analyst works closely with merit review officers and contract administrators to enter and analyze application and contract award data to support both merit review and contract management reporting requirements and operational decision-making. The incumbent inputs, retrieves, and interprets large volumes of complex data from a variety of sources, analyzes results, and provides ongoing projections reports, presentations, and feedback. The incumbent provides technical advices and consultations to the Assistant Director on the organization of data across multiple systems, overseeing the validation of the data, and helps identify risks, deficiencies, and solutions to ensuring data availability to all internal users and to increase programmatic efficiencies. The incumbent must also be able to enhance and develop data collections that optimize data capture, storage, quality and statistical reporting efficiency. This position utilizes Salesforce/FoundationConnect (SF/FC) system and various other data sources and tools to support PCORI's merit review, contract management, and the organization-wide program operations support functions.

The Data Management Analyst manages the influx of data related to incoming applications, merit review data, and contract award and project management information. The incumbent is responsible for retrieving and analyzing data to support strategic and daily business activities related recommendations and to inform program performance review evaluation. She/he compiles data sets for trend analysis and generate findings and recommendations. The incumbent is knowledgeable and skillful in working with data collected from multiple streams, analyzing and interpreting results using statistical techniques and develop periodical reports on a comprehensive set of Dashboard metrics and performance measures to inform business decision-making. She/he works across departments with various reporting needs to produce an overall organizational health report, and effectively utilizes data visualization tools to communicate key findings to internal and external stakeholders through dashboards, memos and ad hoc reports.


Required Experience

  • BA/BS and at least 5 years of related professional experience in data management, information science, business analysis or related fields preferably in support of extramural funding functions, such as scientific review and/or grants/contracts management activities or MA, MS, MPA, MPH, MBA, or equivalent Masters-level education, and at least 2 years of related professional experience preferred
  • At least 5 years' experience in a customer services environment with an emphasis on data management, preferably utilizing Salesforce/FoundationConnect
  • Demonstrated experience implementing continuous process improvement
  • Experience developing and editing key metrics
skills: Required Skills

  • Data analytical skills, specifically, utilizing data and statistical analytical tools such as MS Excel at an advanced level (e.g., Excel pivot tables, macros, etc.), and the ability to pay attention to details and to also quickly adapt to evolving requirements and changes of priorities;
  • Strong knowledge of and skills in the use of Salesforce system and relational Databases in an extramural funding environment (EasyGrants, Salesforce, Cayuse424, ClickCommerce SAP, Peoplesoft, Oracle, FoundationConnect, Serve-to-Serv Grant Systems, etc.);
  • Proficient translational skills to effectively map business requirements into dashboard metrics and performance measures;
  • Ability to understand seemingly disparate relationships between data, data sources, and business objectives to derive meaningful analyses for stakeholders;
  • Effective communications skills to interpret and present data analytical results in clear and concise manners;
  • Familiarity in project management best practices, e.g., utilizing project planning techniques to break down complex projects into manageable tasks and meet deadlines;
  • Demonstrated ability to work in a cross-functional teamwork and collaborative environment and strong customer service skills;
  • Strong oral and written communication skills.
