Engineering & Construction client is looking for a Project Controls Specialist/Cost Engineer for long term Contract assignments in VA. You need 7-20+ years of combined experience in project planning, project scheduling, cost engineering (project accounting, budgeting & forecasting), progress measurement & overall project controls for heavy industrial EPC projects. ** Hourly rate is commensurate with experience & education ** Client will pay for mob, demob, and a daily per diem for candidates that qualify.

Responsibilities for the Cost Engineer

  • Support cost, schedule and performance metrics and controls on a large pipeline construction project planned for West Virginia, Virginia, and North Carolina
  • This position is primarily focused on cost engineering duties, but you will need to know your way around a construction schedule
  • Develop, implement, and maintain external and internal cost reports, cash flows and forecasts
  • Responsible for schedule management, earned value management and cost management
  • Analyze project controls reports, present findings and provide recommendations to the project controls team
  • You will be responsible for tracking project quantities/costs and forecasting production on an ongoing basis
  • Update & work with March Charts and review weekly contractor reports
  • Analyze data; review logs; and run reports in Oracle Primavera Unifier software and/or the Oracle Financials MIS/PPS Accounting software
  • Set up Cost Breakdown Structure (CBS) for tracking detailed breakdown of purchase orders or subcontracts
  • Ensure budget tracking against Purchase Orders or Subcontracts
  • Report accurate updates to cost reports or forecasts
  • Develop and present a cash flow report

Requirements for the Cost Engineer

  • 7-20+ years of combined years combined engineering and construction scheduling and cost engineering experience on complex, heavy industrial EPC projects as a Project Controls Specialist
  • You need to be experienced and skilled in project scheduling AND cost engineering concepts in support of EPC projects, with a HEAVY FOCUS on the project cost side
  • Specific experience supporting gas pipeline EPC projects is needed, preferably large diameter pipe
  • Must have experience updating & working with March Charts and reviewing weekly contractor reports
  • Must have experience tracking project quantities/costs and forecasting production on an ongoing basis
  • Experience with Earned Value Analysis, Cost Forecasting and Cost Analysis in support of EPC projects
  • Experience with critical path method (CPM) scheduling in support of EPC projects is a plus
  • BS degree in Engineering, Business, Construction Management or related field is a preferred
