The Bureau of Family Health and Nutrition needs a Senior BA to assist the Early Intervention team. The present EI Legacy system is in urgent need to correct 20 different security issues. There is need to document, successfully move forward and correct current issues. This will include documentation, functional decomp, test plans, use cases, etc. currently are lacking. Goal is to document legacy system critical artifacts for the new EI system and hope to complete final vendor selection phase and issue selection soon. The BA will become a very important part of the development and implementation team for the new system.

Business Analyst

Early Intervention Program provides family-centered services to help children (0 - 3 years) who qualify to develop skills they need to continue to grow into happy and healthy members of the community. The team is looking for a Business Analyst who will play a role in documenting business, reporting, and technical requirements to ensure that the solutions developed meet the business objectives.


  • Collect, analyze, document confirm and maintain business reporting and technical requirements
  • Maintain documentation and plans that meet EOHHS PMO, Quality Assurance, Security, Operations, Compliance and Control requirements
  • Prepare functional analysis, design documents, system test scripts, and implementation plans
  • Develop systems diagrams (business/use cases, process/data models, mock-ups, work flows, etc.) to clarify, simplify and prioritize requirements and streamline and optimize EI proceses
  • Conduct JAD sessions with key business users and key stakeholders as needed
  • Interact with business users, key stakeholders and IT team for clarification
  • Re-engineer Business Process to optimize manual and batch processing
  • Participate in Agile Scrum teams as required to assist with the design, development and implementation of new EI solution
  • Adhere to EOHHS Security and Privacy controls including HIPAA, NIST 800-53
  • Participate in Testing and Release management activities in UAT and Production environments

Qualifications :

  • 5+ years of experience working as a Business Analyst
  • Excellent verbal, interpersonal and written skills including technical writing
  • Extensive experience gathering, documenting, validating and maintaining business requirements
  • Excellent analytical, problem-solving and organizational skills
  • Ability to work independently as well as part of the team
  • Experience working in a large healthcare environment and public sector
  • Database experience and ability to develop and execute SQL queries
  • Experience with BA tools, systems diagraming, tolls, (Visio,) and issue tracking tools (e.g. JIRA)


  • Undergraduate degree or higher in a relate field
